Maybe it's because current legislation mandated it before even considering whether or not it was necessary for the chicken to cross the road and whether or not this decision was an efficient and safe use of our time and money. I think there are times to consider such complex questions and other times to just give our mind a break and consider less complex questions such as "Why did the Elephant cross the road?"
