According to an article in this month’s Texas Bar Journal,  In 2007 the liberal Supreme Court closed the issue by declaring that global warming is occurring and that carbon dioxide emissions play a significant role thus forcing the EPA to regulate CO2 emissions under The Clean Air Act – this impacts permits for new coal or gas-fired power plants and other large emitters of carbon dioxide. If I were a loony liberal I would assume that humanity, taken as a whole, could be considered to be “large emitters of carbon dioxide,” and thus subject to EPA regulation under The Clean Air Act.</description>
