Mark Lloyd is the FCC Diversity Czar, or Diversity Officer. The first of this title ever – whether “Czar” or “Officer”…the FCC now views “communications” as a civil rights issue. If you saw Glen Beck today, he played a video with Mike Lloyd speaking and expressing his admiration for Hugo Chavez. As soon as the video is available, I’ll have it below.
Mark Lloyd was a Senior Fellow at the Center for American Progress, a liberal think-tank. Lloyd believes there is a “Structural Imbalance of Political Talk Radio and he co-authored a report with three other Center for American Progress members, and titled it the same
My report on this today talks about three things: (1) What Lloyd plans to do and (2) and a meeting in 2007, referenced in Lloyd’s “Structural Imbalance…” report. From that meeting came the American Media Contract 2007, a means to balancing Lloyd’s “Structural Imbalance…,” (3) fees and fines coming our way.
Lloyd’s report found that Conservative radio talk shows are successful and Liberal talk shows are not – because the analysis found, “91 percent of the total weekday talk radio programming is conservative, and 9 percent is progressive.” The report went on to demonstrate how very popular talk radio is, and what a miserable failure Liberal talkers are.

Return of the Fairness Doctrine?

Judicial Watch is reporting the the Fairness Doctrine might be coming back in the form of “localism.” This “doctrine” would be designed to squelch conservative talk radio.
WASHINGTON, DC — 05/07/09 — Judicial Watch, the public interest group that investigates and prosecutes government corruption, announced today that it has obtained documents from the Federal Communications Commission (FCC) concerning the “Fairness Doctrine,” a policy abolished in 1987, and other governmental means to limit free speech in the media. Judicial Watch obtained the documents in response to a December 2008 Freedom of Information Act request.
While President Obama is on record opposing the return of the Fairness Doctrine, which is viewed by many as an attempt to squelch the free speech of conservatives in the media, these documents show that the FCC is considering alternative proposals that may also regulate free speech in the media under the professed goal of “diversity.”
For example, in December 2007, the FCC proposed new “localism” measures to force broadcast stations to offer programming more “responsive to the needs and interests of the communities that they are licensed to serve.” These proposed measures, highlighted in a document entitled, “The Report on Broadcast Localism and Notice of Approved Rulemaking,” included a requirement that broadcasters, “provide 3 hours per week of locally-produced program,” and that licensees establish “permanent advisory boards (including representatives of underserved community segments).” The FCC noted that these measures would become part of the application renewal process to make sure broadcasters “meet their responsibilities.”

Yes, the legislation is not the way to “manage” radio content. However, the FCC has other tools in their box to use, and the most noteworthy is Localism.

Localism works like so: A community organizes an advisory board populated by communiy leaders. Community leaders review the content of local radio stations to make sure that the content is serving the community appropriately. If not, they have the authority to advise the station to change their content accordingly.
Before I address the above, let me cite a few pieces of key background.
- Obama rose through the ranks of community organizations, namely ACORN. ACORN used the same tactics to pressure lenders to loan money those that may not normally qualify. The whole CRA (Community Reinvestment Act) played a part in the trouble we have today.
- The Stimulus Bill allocates $2 Billion to ACORN
- Obama has retained his political operation, albeit, under new aims since he is now elected. Please google: Barack 2.0 LA Times to read how this new organization will work.
- “I fully endorse a call for new rules promoting calling for greater responsiveness of broadcasters to the communities they operate in. …I look forward to working with you and the communities represented here today to make sure that our media rules work for everyone and respect and promote the nation’s diversity and the people and our views.”

It’s boring to pick apart euphenisms like “advisory boards”, “serving the community’s interest”, etc. Not to mention, “how” this works.
Safe to say, this President is pulling out all the stops to wrestle control. And if we are not alert, he’ll succeed.

Last week, Rush Limbaugh told Sean Hannity that if Obama continues to pursue an FDR-styled economic agenda, driving our nation right into the next depression, he hopes Obama fails.
I do, too.
The Democratic Congressional Committee is feigning outrage, and using the radio commentator’s comments to further their agenda to silence conservative talk radio, and the leftist “fairness doctrine” (a misnomer). They’re asking Democrats to “sign a petition,” and tell Rush Limbaugh what they think of his remarks about their Dear Leader.
Yeah. That’ll teach Rush a lesson. /sarc

House Speaker Nancy Pelosi plans to re-write House rules to ensure that the Republican minority is unable to have any influence on legislation. In a letter obtained by Human Events, the House Republican leadership outlines the procedural abuses proposed including barring Republicans from offering alternative bills, amendments to Democrat bills or even the guarantee of open debate accessible by motions to recommit for any piece of legislation during the entire 111th Congress and would also include the repeal of six-year limit for committee chairmen and other House Rules reform measures enacted in 1995 as part of the Contract with America.
